Converters
Converters change the output from 220v to 110v. If you have an electronic device that is geared only for U.S. power grids (110v), and you don't "convert" (stepdown) the flow, you will blow out your device - permanently breaking it.

Adapters
Adapters do not change the power output of an outlet. It simply changes the shape of a plug that can be used to access the power. If your device can use a range of output (110v - 240v), then you don't need a converter. An adapter would do. Since adapters don't convert the flow, they are generally less expensive.
